Everyone knows that since the implementation of tax limitation, fees have replaced taxes as ways to increase payments to government without going to the voter.
That was the course until Governor Ritter's latest end run with the freezing of the mill Levy adjustment.
Some in the legislature believe that this has gotten a bit out of hand: "Will enough ever be enough? When do we stop the fees? We have a fee on marriage, we have a fee on weddings--did we forget caskets?... I'm sure that's coming before the end of the session."
