This page has to admit that it was skeptical about the return to City Council by Mr.Theobold. However, his commonsense arguments about the growth of city expenditures which more than doubles the growth in staff which itself is greater than the growth in population are very encouraging.
It is especially so when one considers that the growth in population has been accomplished significantly by annexation of residents who are probably already utilizing city services and in a sense were being managed by existing staff.
His fight to interject some reason into the construction of the much-needed Police Department at a manageable cost as opposed to the jaw-dropping project rejected by voters this fall bears compliment
Present city officials who stubbornly reject lower cost estimates and find fault with prior administration staffers estimates of the cost for new structures seem to be in the process of offering their resignations. One supposes there is some dignity in going down with the fiscal ship when one stubbornly refuses to acknowledge crashing into the rocks.
