Colorado Senate Bill Aims to reduce I-70 congestion by adding Toll Booths?

Ok, show of hands..... Who has ever driven through a toll booth on a busy interstate and thought to themselves, "Wow, I bet this thing sure helps with the traffic congestion around here!" No one?

Not so fast!!
Two democratic Colorado lawmakers, Senator Romer and Representative McFayden, have proposed SB08-209 which would convert one or all of the lanes on I-70 between Eisenhower Tunnel and Floyd Hill into toll lanes.

Two questions: Is putting a giant roadblock in the middle of the interstate likely to improve traffic flow? Aren't we already funding the operation of I-70 without having to pay a toll to use it?
