City of Grand Junction continues to interpret the sewer agreement with the county to mean that every outhouse connected to the sewer line becomes an "urbanized area" and should be annexed into the city. The need to return to the intent of the agreement cannot be overstated. The next time someone says they don't make c--p; don't think there isn't money in it.
